Cani i do a system restore to any given time date etc even if i have none set on the calendar that comes up?

i'm tryin to restore to a time on new years day before i mistakenly deleted a program i need now. i deleted it and emptied it from my recycle bin it was actually a video i desperately need back. if anyone has any other info on how i can go about obtaining this please help....
