Photoshop Elements RAM problem?

I mistakenly changed the cache value and put the use of memory to 100% and now even with 6gigs of RAM Elements says it can't start because there is not enough RAM. I know there is a toggle file you can delete in Pshop and once you come back into the program you can start again. Is there a way to do that in Elements? Thanks
