How will Obama's "Open Border policy" sort out Nationalism from Racism, will Mexican Nationals have to show ID?

What if a Person from Pakistan had a Mexican ID or a man from El Salvador pretended to be Mexican. How do we open the Border to Mexican Nationals (Ya'know for the Votes) and close it to people living in Guatemala.
