What is a typical courthouse/jail complex architectural fee?

My county has around 35,000 people (somewhat small and rural), yet the county board is willing to hire an architectural company, just to design a new and improved courthouse-and-jail complex, for $460,000. This, I believe, is way overpriced, and as we are not too far from the burgeoning regions of Madison, Milwaukee, and Chicago, shouldn't a better price be available? Tell me what you think about all this.
