Can you soundproof a room with panels that go over drywall?

We just redid a room for a buddy that was going to move in but couldnt afford to pay rent, i was thinking of soundproofing the room i was wondering if there was anyway i could put something over the drywall, i will post the dimensions when i get them but could i get the rough cost of a small bedroom id say about 12*14?
